Cannabis Oil in general is still classified as illegal with the Federal Government. Local and state laws vary.
However – Cannabis oil sourced from non-US hemp is not scheduled under the federal Controlled Substances Act.

357 F.3d 1012, “THC naturally-occurring within non-psychoactive hemp products did not fall under the DEA’s regulation.”
So, if it’s sourced from international hemp and cool with the DEA…then hemp products are safe to send, receive and consume(just like those sold in your local salon or supermarket).
The other area of legality is with the producers of the CBD, as it hasn’t been accepted by the FDA as a drug or a supplement as of yet, so the FDA has recently sent letters to many of the manufactures to stop saying it cures ailments until the FDA approves.
Note: The FDA is run by former chemical and industy execs., like Michael Taylor who stepped from Monsanto VP and lobbyist and VP to deputy commissioner in the FDA.
